Tanzania faces increasing threats from climate change, impacting its environment, health, livelihoods, and economy. Deforestation and forest degradation contribute to significant greenhouse gas emissions. To address this, various forest management and conservation practices are being implemented at local, national, and international levels. The Carbon Credit Harvest and Purchase Programme, implemented in Tabora region, is a collaborative effort between the Government of Tanzania, REDD Carbon & Biodiversity Advisors, and Livingway (URT) Ltd. With a focus on forest conservation and carbon emissions reduction, the programme aligns with national policies and the National REDD+ Strategy and Action Plan

Objectives
The National Steering Committee’s objectives are as follows:
1. Review work plans and budgets during bi-annual meetings.
2. Ensure compliance with national and international commitments.
3. Extract lessons and best practices for policy development.
4. Advise the government on coordination, implementation, and policy matters.
5. Coordinate all programme activities in Tanzania.

Membership
The National Steering Committee comprises key ministries and institutions, including the Ministry of Natural Resources and Tourism (Chair), President’s Office – Regional Administration and Local Government (Co-Chair), Vice President’s Office (Secretary), Ministry of Finance, Ministry of Livestock and Fisheries Development, Ministry of Agriculture, Ministry of Lands, Housing and Human Settlement Development, Ministry of Community Development, Ministry of Energy, Ministry of Water and Irrigation, and invited technical support. Gender representation and institutional memory are considered.

Expected Outcomes
The National Steering Committee aims for the following outcomes:
1. Successful implementation of the Tabora Carbon Credit Programme.
2. Sharing lessons and best practices in national and international fora.
3. Effective coordination among key ministries and stakeholders.

Modalities of Work
The National Steering Committee operates as follows:
1. Chaired by the Permanent Secretary of the Ministry of Natural Resources and Tourism.
2. Active participation in meetings, monitoring sessions, training, and study tours.
3. Availability of alternate members when needed.
4. The Tanzania Forest Service (TFS) acts as the secretariat.

Specific Activities for the Chairperson
The Chairperson’s responsibilities include:
1. Chairing all committee meetings and appointing representatives when absent.
2. Making decisions in consultation with other Permanent Members.

Time Frame
Membership review occurs every three years, considering needs and circumstances without increasing numbers. Consultation with investors ensures smooth transitions.
